On the morning of February 9, the press office of Shanghai municipal people’s government held a press conference on the service guarantee of entry personnel for epidemic prevention and control, two group standards were released to the public, namely, the working standard of closed-loop management of the whole process of entry personnel at the port of the airport for the prevention and control of the new coronavirus epidemic and the working standard of isolation management service of hotels for the prevention and control of the new coronavirus epidemic.

Feng Zhihui, vice president of Shanghai Institute of Standardization, said that the two group standards sorted out and summarized the service management work of the whole chain of inbound passengers “cabin door”-“bus door”-“hotel door” and all links, it is the first domestic working standard for inbound epidemic prevention and control and passenger service. It takes the closed-loop management of “anti-infection, anti-disconnection and anti-accident” as its fundamental goal, focusing on port entry, the important work in the three links of passenger transfer and hotel isolation shall be refined and classified, and operational, reliable and reproducible operating specifications and guidelines shall be formulated.

Standardized guidance on “one process and three links” for airport port entry personnel

The work specification for the closed-loop management of the whole process of entry personnel at the airport port for the prevention and control of the new coronavirus epidemic puts forward the “one process and three links”:

Process 1: The overall process of closed-loop management of inbound personnel from airport port to isolated medical observation point.

Three links: entry customs clearance quarantine and border inspection, entry personnel transfer management and isolation management, and provide normative and standardized guidance on the process and operation requirements of each link.

This standard mainly reflects three characteristics:

Consistency, the implementation of national, provincial and municipal laws, regulations and technical specifications on epidemic prevention and control are consistent;

Targeted, mainly for the airport port entry personnel, the entry personnel of other ports are not included in the scope of the standard;

It is scientific, and the links and requirements of the whole process of health management from entry personnel customs clearance and quarantine, border inspection, transfer to isolation site, and then back to the community during isolation are in line with the actual operation requirements, it meets the requirements of epidemic prevention and control and reflects humanistic care.

For the work specification of isolation management service of hotels for prevention and control of New Coronavirus epidemic, the terms and definitions, management and service requirements of isolation hotels during prevention and control of major epidemic are stipulated. This specification puts forward strict management requirements from the aspects of selection requirements, facility guarantee, disinfection and garbage disposal, safety and emergency management and personnel of isolated hotels, and pays attention to work services at the same time, standardize life services and medical security services to ensure the physical and mental health, safety and stability of isolated personnel.

Two group standards were released on the national group standards platform on February 6.

Feng Zhihui said that the two group standards were that the immigration service team decided to integrate the existing relevant plans and guidelines in combination with the preliminary work practice, to sort out and summarize the service management work of the whole chain and each link of inbound passengers “cabin door”-“bus door”-“hotel door.

The two group standards are led by the Shanghai Municipal Bureau of Commerce, jointly researched and compiled by the Shanghai Institute of Standardization and the Shanghai standardization Promotion Association and other relevant units. In early November 2020, the first draft was formed to solicit administrative authorities, disease control, opinions of 42 units such as universities, airports, Standardization agencies and hotel associations. On January 12 this year, the two standards were approved and reported by experts. On February 6, they were approved by China Standardization Association and released on the national group standards platform.

“The introduction of the two group targets will play a dual role in preventing epidemic input and maintaining public life safety and health, filling the gap in the epidemic prevention and control standard system for domestic inbound personnel, and providing normalization for inbound personnel, standardized epidemic prevention and control provides important compliance and marks a further step in the level of epidemic prevention and control in Shanghai.” Feng Zhihui said.
