First, do a good job in epidemic prevention and control, directly related to people’s life safety and health, directly related to the overall economic and social stability, and also related to China’s opening up to the outside world. At present, it is a critical period for epidemic prevention and control. Our city should adhere to the leadership of the party and follow the requirements of “firm confidence, working together in the same boat, scientific prevention and control, and precise implementation of policies”, and follow the rules according to law, take effective measures to effectively improve the scientificity, timeliness and effectiveness of epidemic prevention and control, resolutely curb the spread of the epidemic, and resolutely win the overall battle for epidemic prevention and control and blocking action.

Second, the municipal and district people’s governments should coordinate, organize and promote the epidemic prevention and control work in the whole city in accordance with the decision-making and deployment of the party central committee and the requirements of the superior. During the epidemic prevention and control period, the municipal headquarters for the prevention and control of the new coronavirus pneumonia epidemic unified organization, coordination and command the epidemic prevention and control work within the jurisdiction, and the district and town street epidemic prevention and control command agencies are responsible for organizing and implementing the epidemic prevention and control work within the jurisdiction.

Municipal and district people’s governments and municipal and district epidemic prevention and control work headquarters for the prevention and control of the new coronavirus according to the needs of epidemic prevention and control, in medical and health, epidemic prevention management, isolation observation, crossing management, transportation, community management, financial security, market management, site management, production and operation, Labor Security, city appearance and environment, wildlife management and other aspects, stipulate temporary emergency administrative measures or issue decisions, orders, notices, etc, and reported to the municipal and district People’s Congress Standing Committee for the record.

IV. Municipal and district people’s governments may temporarily requisition houses, sites, means of transportation, and related facilities and equipment needed for epidemic prevention and control from units or individuals in accordance with the law when necessary, relevant enterprises are required to organize corresponding production and supply of epidemic prevention and control materials and daily necessities. For temporary expropriation of houses, sites, means of transportation and related facilities and equipment, emergency disposal requisition orders shall be issued to the requisitioned units or individuals, registration and registration work shall be completed, and compensation shall be made according to law, if it can be returned, it shall be returned in a timely manner.

VII. The municipal and district people’s governments and their relevant departments shall make overall arrangements to promote the resumption of production by classification. All enterprises shall implement the main responsibility of epidemic prevention and control and production safety, and implement relevant measures in accordance with government regulations to ensure safe and orderly resumption of work and production.

Viii. Municipal and district people’s governments and relevant departments shall strictly implement the epidemic reporting system, and shall not delay reporting, omission, concealment or false reporting, ensure the standardized use of epidemic data information, and protect personal privacy and security.

No unit or individual may fabricate or disseminate false information about the epidemic.

Ix. The municipal and district people’s governments and their relevant departments shall provide all-round guarantee, including adequate material guarantee and psychological support, for medical personnel, law enforcement personnel and other staff working in the front line of fighting the epidemic; in the spirit of openness, inclusiveness and pragmatism, we should do a good job in humanistic care and necessary living guarantee for those who return to the harvest and those who resist the harvest in key areas.

10. Municipal and district people’s governments and their relevant departments should actively give full play to the unique advantages and functions of traditional chinese medicine in preventing and curing diseases, and strongly support medical institutions to carry out the prevention and treatment work of integrated traditional chinese and western medicine.

Fully mobilize the enthusiasm of universities, research institutes, enterprises and other parties to participate in scientific prevention and control work, accelerate the research and development of epidemic prevention drugs and vaccines and technological research, and promote innovative medical devices, innovative drugs and vaccines enter clinical application as soon as possible.

Xi. Give full play to the mobilization ability of grass-roots organizations, implement grid-based fine management, prevent and control groups, achieve “early detection, early reporting, early isolation, and early treatment”, and prevent the input and spread of the epidemic, control the spread of diseases.

12. The owners’ committee and property service enterprises shall, in accordance with the requirements of the government, do a good job in epidemic prevention and control in an all-round way, and assume the main responsibility of epidemic prevention and control in the property management area. Residents’ committees and villagers’ committees shall strengthen the guidance, help and supervision of owners’ committees and property service enterprises.

14. Organs, enterprises, institutions and social organizations within the administrative area of this municipality shall abide by the relevant provisions on epidemic prevention and control, establish and improve the responsibility system and management system for prevention and control work, and equip necessary facilities and protective articles, strengthen health monitoring, report abnormal situations in time as required and take corresponding prevention and control measures. Strengthen health education and health tips, urge relevant personnel to declare health information, urge personnel who need health observation to implement relevant prevention and control regulations, and in accordance with the requirements of the local people’s government and the work headquarters for prevention and control of the new coronavirus epidemic, actively organize personnel to participate in epidemic prevention and control work.

15. Enterprises and public institutions, owners of rental houses or other house renters shall implement the main responsibility for the prevention and control of the rental properties, and timely report relevant information such as the situation of the rental houses of the people in key areas as required, actively cooperate with the People’s Government and relevant departments to carry out prevention and control work. Tenants should take the initiative to declare health information and fulfill relevant prevention and control obligations according to law.

16. The people’s government and its relevant administrative departments should give full play to the role of network digital government service, strengthen business coordination, optimize the process of government service, and provide online government affairs handling services.

Enterprises, public institutions, social organizations and individuals are encouraged to handle tax, social security, medical insurance, provident fund, entry and exit certificates and other related businesses online through online handling, license express delivery, etc.

17. 19. Individuals living, working, living, studying, traveling and engaging in other activities within the administrative area of this municipality shall enhance their awareness of the rule of law, consciously abide by laws and regulations, and fulfill the following obligations of epidemic prevention and control according to law:

(1) obey, cooperate with and assist the command and arrangement of epidemic prevention and control, timely declare health information, accept prevention and control measures such as investigation, inspection and isolation according to law, and truthfully provide relevant information;

20. The municipal and district supervisory committees should take the initiative to perform supervisory duties to ensure that all arrangements for epidemic prevention and control work are effective and their responsibilities are implemented. 21. 23. If the unit or individual violates relevant laws and regulations and the provisions of this decision, fails to obey the decisions and orders issued by the people’s government and its relevant departments or fails to cooperate with the investigation, inspection, isolation and other measures taken by the people’s government according to law, according to the rules and regulations, serious treatment shall be carried out according to the law; Those who violate the public security management shall be punished by the public security organs according to the law; Those who constitute a crime shall be investigated for criminal responsibility according to the law.

Units or individuals who fail to perform their reporting duties according to regulations, conceal, delay or misreport, and hinder epidemic prevention and control personnel from performing their duties shall be seriously dealt with according to regulations and laws; Violation of public security management, the public security organ shall impose punishment according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Individuals who have concealed medical history, residence history in key areas, contact history with patients or suspected patients, evading isolated medical observation and other behaviors shall be dealt with seriously according to regulations and regulations according to law; Those who violate public security management, the public security organ shall impose punishment according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Patients, suspected patients and close contacts who need to receive isolation treatment and medical observation measures shall cooperate with the health administrative department or relevant institutions when taking medical measures, if you refuse to cooperate or leave the quarantine treatment without authorization during the isolation period, the public security organ shall assist in enforcement according to law.

24. The standing committee of the municipal and district people’s congress shall strengthen supervision over the implementation of this decision by listening to special work reports and other means.

Npc deputies at all levels should give full play to the advantages of close contact with the masses, gather and reflect the opinions and suggestions of the masses, actively perform their duties as representatives, and urge relevant responsible subjects to implement various work of epidemic prevention and control, give full play to the representative role in winning the epidemic prevention and control blocking action.

This decision shall come into force as of the date of promulgation, and the termination date shall be announced separately by the Standing Committee of Shanghai Municipal People’s Congress.
