Yesterday, Xiamen Municipal People’s Procuratorate issued a “corruption report card” in the first half of the year, involving 54 major anti-corruption cases and 64 corrupt cadres. This “corruption report card” can be said to be “Tiger flies fight together”. Since the beginning of this year, the anti-corruption efforts of Xiamen procuratorial organs have been continuously strengthened. In the first half of the year, a total of 54 cases of duty crimes were filed and investigated, ranging from senior officials at the departmental level to cadres at the departmental level. In addition, from the perspective of anti-corruption targets, Xiamen anti-corruption is paying more and more attention to the field of people’s livelihood.

In this “corruption report card”, two Mingzheng deputy bureau officials in Xiamen were filed for investigation on suspicion of bribery, including Zhou Changyi, the former deputy director of Xiamen Municipal Park Bureau, and Hong Qinshui, the former deputy director of the urban administration administration and law enforcement bureau (the former member of the Standing Committee of Tong’an district and the secretary of the Political and Law Commission of Xiamen city).

Zhou Changyi fell after four years of retirement. According to public information, he retired as early as September, 2011 from the position of deputy director of Xiamen Municipal Bureau of Parks.

In last June, Hong Qinshui was transferred from the Standing Committee of Tong’an district committee and secretary of the political and legal committee to the deputy director of Xiamen city administration administration and law enforcement bureau. Before serving as the Standing Committee of the district committee of Tong’an district and the secretary of the political and legal committee, hongqinshui also successively served as the secretary of the Party committee of Tong’an Xike town and the deputy district chief of Tong’an district.

In addition, there are three official cadres, including Zhang Xijian, the former director of the vehicle management office of the traffic police detachment of Xiamen Public Security Bureau, the former official cadre of Hongtang town of Tong’an district, James Wong, and Lin Yong, the former chairman of the Presidium of the People’s Congress of Xike town of Tong’an district, all three were filed for investigation on suspicion of bribery.

Many “colleagues” in some units fell down together.

In this “report card”, there are more than ten cadres above the deputy department level. The reporter of the guide found that some units were dropped by many officials together. For example, the vehicle management office of Xiamen traffic police detachment, in addition to the former director Zhang Xijian, also had Fan Xianming (deputy director level), the former associate consultant Chen Zhenfa (Deputy Department level), the former associate consultant Wu Huiyuan (Deputy Department level), the former director of the department, Liang Haihong and others, were also investigated for suspected abuse of power or bribery crimes.

In addition, Yang Zhiqiang, the former director of the brigade directly under the traffic police detachment of Xiamen city, Wang Yongmin, the former director of the department, Wang Jinbao, the former director of the department (the department level) they were also investigated successively for suspected bribery crimes.

At the same time, Han Baoxing, the former chief of the Training Management Department of Xiamen road transport management office, and Ji Hanyang, the former chief of the department (the department level) were also investigated.

Designated jurisdiction to sue one deputy department and two deputy departments

Among the “corruption report card”, the highest level was an office official, who was the former party committee member of Fujian Branch of Bank of Communications and President assistant Li Xiaodong (Deputy Department level) suspected of accepting bribes, this case is a case under the jurisdiction designated by the superior.

In addition to filing and investigating corrupt cadres, Xiamen procuratorial organs also sued two “big tigers” according to the designated jurisdiction of the superior procuratorial organs, namely Yao Mugen (deputy ministerial level), the former deputy governor of Jiangxi province. Suspected of bribery crime and former party secretary and director Ke Zhimin (Deputy Department level) of Xiamen Economic Development Bureau suspected of bribery crime.
