The draft for comments clarifies the obligations of catering service operators and stipulates that catering service operators should establish and improve the anti-catering waste system, actively implement relevant national and industry standards, and consciously abide by the following provisions:

If a catering service operator sets the minimum consumption amount or sets the minimum consumption amount in disguised form such as the room fee, the market supervision and administration department shall order it to make corrections within a time limit; If he refuses to make corrections, he shall be fined not less than 200 yuan but not more than 1,000 yuan.
