The regulations clearly point out that the original design of the kitchen, toilet, balcony, underground storage room and other non-residential space shall not be rented separately for people to live; Housing leasing enterprises, the staff of real estate brokerage agencies and relevant departments shall not disclose or sell the personal information of the parties involved in house leasing. The Violators shall be fined by the district housing administrative department for a fine of more than 2,000 yuan and less than 10,000 yuan.
The provisions clearly define the obligations of landlords and tenants. According to the regulations, the lessor has the obligation to present the identity certificate, house ownership certificate or the legal source information of the House to the lessee; And shall not rent the house to the natural person, legal person or other organization without identity certificate.
Which houses cannot be rented?
According to the regulations, the minimum rental unit and per capita use area of residential space shall conform to the provisions of the housing rental standards of this city; Kitchen, toilet, balcony, underground storerooms and other spaces originally designed for non-residential purposes are not allowed to be rented separately for people to live in.
In violation of the regulations, the district housing administrative department shall order the correction within a time limit; If the correction is not made within the time limit, the individual shall be fined not less than one million yuan but not more than fifty thousand yuan, and the unit shall be fined not less than 100,000 yuan but not more than five 100,000 Yuan Yuan.
How to manage group rental?
According to the regulations, if the number of rooms in the centralized rental room reaches more than ten or the total number of beds in the lodgings reaches more than fifteen, a corresponding safety management system should be established, special management personnel should be defined, and video surveillance should be set up, fire fighting facilities, equipment and safe access, and information registration.
In case of violation of the regulations, the public security organ shall order it to make corrections within a time limit; If it fails to make corrections within the time limit, the individual shall be fined not less than 5,000 yuan but not more than 10,000 yuan, and the unit shall be fined not less than 10,000 yuan.
What obligations should the lessee undertake?
The provisions are clear, the lessee has to show the identity certificate to the lessor; According to the lease purpose and use requirements agreed in the contract, the house is used according to law and reasonably; 6 obligations such as timely informing the lessor of the information about the changes of resident personnel.
